电力工程造价管理现存问题及治理策略论文

　　随着市场经济的飞速发展，电力工程建设也在快速发展。随着建筑规模的变化，原材料价格上涨等因素的变化，电力工程的总造价也在不断提高。如何合理确定和控制工程造价，使工程造价的增长控制在一定范围内，已成为当前一个重要课题。

　　电力工程造价的合理确定，就是在项目建设的各个阶段，采用科学的管理方法和切合实际的计价依据，合理地确定投资可行性研究估算、初步设计概算、施工图预算、工程结算及竣工决算。电力工程造价的控制，则是在投资决策阶段、设计阶段、招投标阶段和施工阶段，把电力工程的造价控制在批准的造价限额以内，并随时纠正发生的偏差，以保证项目管理目标的实现，力求在项目的各个阶段合理的使用人力、物力、财力，以确保投资效益和社会效益的最大化。本文以电力工程造价管理中的决策阶段、设计阶段、招投标和施工阶段造价控制为重点，分析目前电力工程造价管理中存在的问题及造价影响因素，结合自身工作的实际情况和日常的一些经验提出了可采取的.电力工程每个阶段造价管理的改进措施，从而达到合理有效控制电力程造价的管理效果。

　　ABSTRACT

　　With the rapid development of market economy，Electric power engineeringconstruction also in fast development. As the change of construction scale, thechange of raw material prices and other factors, power engineering total cost also isrising. How to reasonably determine and control the project cost, project cost controlin a certain range, the growth of has become an important task at present.

　　Electric power engineering cost is at the different stages of the projectconstruction, adopt scientific management methods and realistic valuation basis,reasonably determine the investment feasibility study estimates, preliminary designbudgetary estimate and construction drawing budget, engineering settlement andcompletion final accounts.

　　Project cost control, it is in the investment decision-making stage, design stage,construction project contract awarding stage and implementation stage, theconstruction project cost control within the approved cost quota， and correct thedeviation at any time, to ensure the implementation of project managementobjectives, strive in various construction projects can reasonable use of manpowerand material resources, financial resources, in order to obtain better investmentbenefit and social benefit.

　　This paper based on electric power engineering cost management in thedecision-making stage, design stage, bidding and construction stage of cost controlas the key point, analyses the problems existing in the current electric powerengineering cost management and cost factors， combined with their own workexperience put forward each phase of power engineering cost managementimprovement measures, so as to achieve reasonable and effective control electricitycost management effect.
